Kwale County Government Job Vacancies in Kenya 2018  – 292 Positions

Kwale County is a county in the former Coast Province of Kenya. Its capital is Kwale, although Ukunda is the largest town. The county has a population of 649,931. Kwale is mainly an inland county, but it has coastline south of Mombasa.

1. Director Of HR Management

The Kwale County Public Service Board is seeking to fill the following positions as indicated below:

Job Responsibilities

  • The Officer will be responsible to the County Secretary to the County Government of Kwale for planning, organization, coordination and administration of all human resource activities within the County
  • Performing liaison duties with the County Secretary and the County Public Service Board implementation of human resource management policies, rules and regulations
  • Analyzing the effectiveness of the human resource policies, rules, and regulations.
  • Advising the authorized officer on the delegated powers and ensuring their implementation;
  • Maintaining professional human resource management standards in the County; advising on succession management/human resource planning and utilization of human resources;
  • Advising on career development; advising the County Government on general Government policies on human resource management; and
  • Interpretation of Labour Laws and other statutes that impact on the human resource in a Department.
  • Secretary to the County Human Resource Advisory Committee (CHRAC) meetings

Requirements

  • Served in the grade of Deputy Director of Human Resource Management or in a comparable and relevant in the Public Service for a minimum period of three (3) years.
  • Masters degree in Human Resource Management/Industrial Relations/Public or Business Administration/
  • Government or any other relevant qualification from a recognized institution; and
  • Demonstrated a high degree of professional competence, administrative capabilities, and initiative in the general organization and management of human resource and a thorough understanding of the relevant emerging practices/techniques.

2. Enforcement Officers – 40 positions

 Job Group ‘D’

The Kwale County Public Service Board is seeking to fill the following positions as indicated below:

Job Responsibilities

  • Enforcement of various by-laws and other relevant acts as directed by superiors
  • Manning and Providing security to Government offices, staff as well as safeguarding government property (facilities) as assigned by supervisor
  • Detecting and apprehension of crimes within their operation areas
  • Controlling entry and exit of people and goods in incoming or outgoing in a given assigned area
  • Controlling of movement of county government vehicles to and from any given enclosure
  • Performing other relevant duties of enforcement as may be detailed by supervisor from time to time
  • Manning & controlling public parking & stages

Core Competencies

  • Oral and written communication skills;
  • Interpersonal skills
  • Team player
  • Integrity.
  • Must be able to work under severe conditions

Qualifications

  • Kenya Certificate of Primary Education (KCPE)
  • First Aid Certificate from a recognized institution;
  • A Certificate of good conduct; and
  • Must be below 35 yrs old
  • Must be physically fit
  • A certificate in criminology will be an added advantage

3. Ward Administrator – 2 positions

Requirements

  • Be a Kenyan citizen
  • Be a holder of Diploma from an Institution recognized in Kenya
  • Those with a Degree will have added advantage
  • Working experience of not less than five years
  • Have qualifications and knowledge in administration or management and
  • Satisfy the requirements of Chapter Six of the Constitution
  • You must be a resident of any of the two Wards areas namely Tsimba/Golini and Waa/Ng’ombeni Wards

Job Responsibilities

  • Coordinating, managing and supervising the general administrative functions in the ward unit
  • Developing policies and plans
  • Ensuring effective service delivery
  • Coordinating developmental activities to empower the community
  • Providing and maintaining infrastructure and facilities of public service
  • Managing the County Public service
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of service
  • Exercising any functions and delegated by the County Public Service Board

4. ECDE Teachers – 55 positions

Job Group JG ‘H’

Job Responsibilities

  • Class teaching
  • Identifying, initiating, developing and facilitating play learning activities that will enable children enjoy living and learning through play in ECDE centres
  • Developing relevant play/learning materials for both normal and children with special needs
  • Preparing and developing scheme of work, lesson plans and daily programmes of activities, assessment and evaluation of children progress and keeping professional records
  • Giving guidance on nutritional requirements of ECDE learners
  • General knowledge on administration of ECDE centres

Requirement

  • Diploma in early childhood development or any other relevant discipline from a recognized institution or its recognized equivalent
  • Certificate in computer applications in addition to the above, an ECDE teacher the following key personal attributes and core competencies;

Personal Qualities

  • Eighteen (18) years and above
  • Modest and of sound mind
  • Valid medical record
  • Relate well with young children

Core Competencies

  • Think creativity and constructively
  • Excellent communication skills
  • Manage professional records

5. Radiographer

Requirements

  • Must be a Kenyan citizen
  • Diploma in diagnostic radiography and in addition have a certificate in ultrasonography
  • Must be computer literate

Jobs Responsibilities

  • Offer imaging services in a health facility
  • Ability to work in flexible shifts
  • Strong commitment to inpatient and outpatient care of patients
  • Respond to emergency calls
  • Any other relevant duty and responsibility within the County Health Department

6. Orthopedic Surgeon

Job Group “P”

The Kwale County Public Service Board is seeking to fill the following positions as indicated below:

Qualifications

  • Masters Degree in Orthopedic Surgeon
  • Registered with Medical Practitioners and Dentist Board Possess specialist recognition certificate
  • At least 3 years post qualification experience

Job Responsibilities

  • Assess patients health conditions and prescribe appropriate medication
  • Perform orthopedic surgeries as per established guidelines
  • Monitor the recovery process of patients to determine the need for change in treatment
  • Conduct ward rounds

7. Assistant ECDE Teachers – 15 positions

Job Group ‘G’

The Kwale County Public Service Board is seeking to fill the following positions as indicated below:

Job Responsibilities

  • Class teaching
  • Organizing and facilitating play/learning activities to enable children cope with primary school life
  • Caring and nurturing spiritual, moral, social, mental and physical growth of children
  • Managing ECDE centres and keeping professional records (schemes of work, lesson plans, daily programme of activities e.t.c) and ensuring children’s safety and security
  • Preparing and developing play/learning materials
  • Giving guidance on nutritional requirements of ECDE learners
  • General knowledge on administration of ECDE centers.

Requirements

  • Certificate in early childhood development education offered by KNEC/Ministry of Education or its approved equivalent
  • Must have a certificate in computer proficiency from a recognized institution

Personal Qualities

9. Customer Relations Officer

Job Group ‘H’

Job Responsibilities

  • Answering queries from the press or other media representatives
  • Writing press releases and news reports about the work of the department
  • Developing media contacts
  • Monitoring media coverage
  • Preparing media evaluation reports
  • Attending press conferences and media interviews
  • Distributing press releases
  • Attending public committee meetings as a representative of the department
  • Informing members of the public (as well as the press) about events and initiatives
  • Keeping up to date with all issues that affect the department
  • Accompanying staff on field visits
  • Organize media events and promotional activities in conjunction with other staff
  • Any other relevant duty and responsibility within the County Health Department

Qualifications for the  Job

10. Secretary County Public Service Board

Requirements

  • Be a Kenyan citizen
  • Be a holder of at least a first degree from a university recognized in Kenya
  • Be certified Public Secretary of good professional standing
  • Working experience of not less than ten years;
  • Satisfy the requirements of Chapter Six of the Constitution

Job Responsibilities

  • Preparing and circulating minutes and agenda of the board meetings
  • Developing annual work plan for the board with guidance of the chairperson
  • Conveying the decisions of the Board;
  • Providing guidance and advice to the Secretariat on matters of ethics and good governance
