The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013.  The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.

The Authority invites applications from suitable individuals to fill the following vacant positions:

1. Manager, Accreditation Services– Grade TVETA 3

      Vacancy No. TVETA/1/JUN.2018: Number of Posts: One (1)

Basic Salary Scale: Kshs.114, 300 – 151,200 pm

(a)  Duties and Responsibilities

Reporting to the Director Accreditation and Outreach Services, the Manager, Accreditation Services will be responsible for the following:

• Coordinating implementation of policies and strategies for Accreditation;
• Supervising the process of registration, accreditation and licensing of TVET institutions, programmes and Trainers;
• Organizing relevant specialist panels for recognition of TVET certificates of qualification;
• Vetting and accrediting of TVET examining bodies;
• Organizing sensitization of stakeholders on registration, accreditation and licensing of TVET institutions, programmes and trainers;
• Ensuring registration certificates and licenses for TVET institutions, programmes and trainers are in safe custody;
• Developing, maintaining and updating of a database for TVET institutions, programmes, trainers, and examiners;
• Collaborating with National and County Governments on registration, accreditation and licensing of institutions, programme, and trainers.
• Supervising preparation of assessment and inspection reports and agenda for deliberation by the Board.
• Supervising implementation of Board’s decisions on registration, licensing and accreditation of TVET institutions and examining bodies;

(b)Requirements for Appointment

For appointment to this grade, one must have: –

• Served for a cumulative period of at least twelve (12) years in the Public Service, three (3) years of which must have been as a Principal Technical EducationOfficer/Principal Youth Training Officeror in a comparable and relevant position in the Public Service/Private Sector;
• Bachelor’s degree in Education;

OR

2.Manager, Outreach Services – Grade TVETA 3

• Key Duties and responsibilities

Reporting to the Director Accreditation and Outreach Services, the Manager, Outreach Services will be responsible for the following:

• Overseeing the development of the TVET Information, Education and Communication materials;

• Collaborating with National and County Governments on outreach services.
• Coordinating development and review of training modules for capacity building of TVET stakeholders
• Coordinating preparation of summary reports and Board’s meeting agenda on outreach services;

For appointment to this grade, one must have: –

• Duties and Responsibilities

Reporting to the Manager Accreditation Services, the Senior AccreditationOfficerwill be responsible for the following:

• Carrying out inspection of institution for registration and accreditation of programmes;
• Evaluating trainers’ qualifications;
• Liaising with relevant foreign TVET regulatory bodies to ascertain the accreditation of foreign TVET qualifications;
• Conducting stakeholders mapping and needs assessment;
• Conducting sensitization of stakeholders on registration, accreditation and licensing of TVET institutions, programmes and trainers;
• Ensuring safe custody of registration certificates and licenses for TVET institutions and programmes;

• Duties and Responsibilities

Reporting to the Manager Outreach Services, the Senior Outreach Services Officer will be responsible for the following:

• Organizing outreach programmes based on needs assessment reports;
• Developing and disseminating TVET Information, Education and Communication materials;
• Developing training modules for capacity building of TVET stakeholders;
• Undertaking capacity building for stakeholders
• Developing, updating and maintaining a data base for TVET Information, Education and Communication materials;
• Preparing reports on outreach services and making recommendations to inform policy;
• Organizing TVET trade fairs, shows and exhibition.

• Requirements for Appointment

For appointment to this grade, one must have: –

Reporting to the Accreditation Officer I, theAccreditation Officer II will be responsible for the following:

• Undertaking assessment and inspection of TVET institutions for registration and accreditation of programmes;
• Evaluating trainers’ qualifications;
• Maintaining and updating a database of accredited TVET institutions, programmes, trainers, and examining bodies;

• Analyzing audits reports on institutions, programmes and trainers for standards compliance;
• Evaluating and compiling reports on TVET institutions annual returns;
• Organizing sensitization of TVET sector stakeholders on compliance with standards

• Liaising with relevant programme developers and examining bodies on occupational standards compliance;
• Making follow ups on recommendations of audit reports.

Reporting to the Manager, Supply Chain Management Services, the Senior Supply Chain Management Officer will be responsible for the following:

• Ensuring governance and compliance with the public procurement regulations, policies, and laws;
• Developing, facilitating, implementing, monitoring and reviewing of procurement plans;
• Performing secretarial role to the Authority’s Tender Committee and Disposal Committee;

Reporting to the Corporate Secretary, the Senior Legal Officer will be responsible for the following:
